The list of charges against the owner of the former Janesville R-V Center is lengthy. 47-year-old Troy M. Tofte is charged with three counts of fraud against a financial institution, 12 counts of theft by bailee, which is someone entrusted to hold someone else's money, and 14 counts of theft by fraud. The allegations include Tofte selling trailers on consignment without the owners ever getting their money. Buyers of the consigned trailers never got the titles. The state never received money paid for tax, title and registration. The allegation of fraudulent transactions listed in the criminal complaint add up to hundreds of thousands of dollars over a two year period. Tofte is scheduled to make his initial court appearance next month.
