The Rock County Board hosts a public hearing on the budget tonight. County Administrator Josh Smith says the biggest increase in next year's proposed budget will go towards human services. Smith says close to a half-million-dollars has been added for out-of-home child placements. The current heroin problem is driving the need. Spending in the more than $194 million plan is up slightly more than one-percent, and the tax levy less than two. The tax rate is expected to remain flat. A public hearing is set for Wednesday night at 6:00 o'clock. The full county board is expected to vote on the budget Tuesday morning November 9th.
