Janesville's Fourth of July Festival might not have carnival

Whether a carnival will be part of Janesville's Fourth of July Festival is yet to be determined.

City Council President Amy Loasching says the Jaycees were under the assumption the carnival would apply for their own license, but the carnival did not. The Jaycees also didn't apply for the license. Loasching says originally, the Jaycees told the council they would not have a carnival. But when flooding made Traxler Park unavailable, the Jaycees decided to add a carnival at the Youth Sports Complex on Wuthering Hills Drive. At a recent city council meeting, the Jaycees requested a fee waiver for the festival. Council members chastised them for a lack of preparation.

The council holds a special meeting Monday morning to discuss the matter.
