A Rockford teen is facing charges after apparently causing two consecutive crashes on the interstate Monday near Beloit.

Authorities say 19-year-old Earnest Sylvester Cromwell stopped in the left lane of westbound I-90 to use the emergency crossover. Three vehicles behind his van braked to avoid an accident but rear-ended each other. One person was treated for minor injuries and released from Beloit Memorial Hospital. State Patrol officials say the van then made an illegal u-turn into the eastbound lanes and struck two vehicles in a secondary crash. Cromwell and a passenger reportedly fled the scene. Both were apprehended and Cromwell was arrested.

Charges are pending upon further investigation. Authorities say alcohol was a factor in the crash.

nwoite, its not just IL people doing this. I've seen many WI plates doing the same thing on I90. People just dont get it that these crossovers are for AUTHORIZED VEHICLES ONLY and not for just making u-turns. Maybe if they would raise the fine for doing this to $1500+ people may start thinking.
