WCLO's / WJVL's Steve Benton reports on preparing the 2012 Beloit city budget.

— Beloit city officials are going through the annual ritual of preparing a budget for the city council to approve.

Beloit city manager, Larry Arft, says many of the budgets, including capital projects and transportation, are already balanced. But, he says, getting the general fund budget to balance will be tough.

He says fuel and health care costs are up while state revenues are down. Health care is up 55%, according to Arft, which is prompting them to look at new programs and administrators.
