State Representative Deb Kolste of Janesville is sounding an alarm about the way the legislature's Joint Finance Committee produces a budget. The Democrat says the Republican dominated committee careened off the rials in the dark. She says the crash dented her remaining illusions about transparent state government. Her biggest concerns center on the committee's final decisions being made in the dead of night, out of the public's eye. She calls some decisions alarming, including a decision to evict the Wisconsin Center for Investigative Journalism form the UW-Madison campus. She says it smacks of fear of a free press. Kolste calls the JFC process discouraging and disillusioning. She says secret government is bad government.
