Survey alters referendum plans for BTC

A spending referendum being considered for Blackhawk Technical college may have to wait until the fall.  The B-T-C board Thursday night discussed the results of a recent survey of voter attitudes toward a referendum question. Only 40% of respondents say they would approve a request to exceed BTC's levy limit by $4 million a year. BTC President Tom Eckert says it's obvious resident don't understand the budget constraints faced by the college. A referendum question was being considered in the April election. Ironically, many respondents indicate BTC plays a critical role in preparing students with the skills the region needs to grow and prosper. Officials say losses of state aid and caps in tax levies have brought BTC to this point.
