Janesville's new city manager apparently has had enough time to make some decisions about personnel. Long time staff member Mike Payne has been named to the newly created City Engineer position. The Director of Public Works was formerly designated as City Engineer. In his new role Payne will oversee the operations of the Engineering Division of Public Works, establish and implement division goals, and develop and recommend engineering policies and procedures. Payne was first hired on with the city as a Project engineer almost 14-years ago. This reclassification is actually part of a larger plan to roll departments including Community Development and Park's into Public works. Officials say this will aid in the current search for a new Public Works Director to replace the retiring Carl Weber.
