i have travelled in and out of janesville recently and did not see any signs stating turn signals were optional. however when i drive primarily on milton avenue and thoughout the town of janesville, i commonly see people changing lanes not only without turn signals but often without a glance into the lane that are changing into. often people slow and turn at intersections without signaling. driving without using signals can make for very unsafe conditions
