Actually sales for me in cosmetics are booming too. Small ticket items- women still want to look good. :)

doesn't it mean contractor bids in Steven's Point for the Parker track? My question would be aren't there any more local contractors?

sorry you can't just move money around like that. The money that is being received through grants or whatever- MUST be used for what it is designated for.
I'm sure the city is very strapped for cash as many articles have reported. Rhythm and Booms in Madison is also done in part (if not all) by donations. They pass around pots to collect. I don't know if that is how it is completely funded.
I do know that Freedom Fest is a great event and more support seems to be in favor of their event that is safe, drink free and overall inexpensive for rides and food. This is supported by churches and their members- SOOO if the community wants something that still provides alchol- some kind of organized donation drive is in order.
I personally don't attend any of these- but watch from my house. I do donate to the church though.
