It depends on the overall package. It's not fair to take just one part and ask if it's reasonable without knowing what all of the other components are.
That's like asking a jury to convict someone after hearing only from the prosecutor.

On The leadership for the Janesville Education Association has accepted a new contract that calls for teachers to pay $43 a month for a family health insurance plan. Is that reasonable?

Remember, since you pay the commission when you buy, the salesperson works for you.
Do your homework first and then give the salesperson your bottom dollar.
Tell them not to call you unless and until they are willing to accept it. I've found that I have never had to go to more than two dealers.

The attorney not the plaintiff should have to pay all costs if a suit is found to be "frivolous".(Not just because they didn't prevail). After all, THEY should know better.
But even then, there would most likely be one willing to give it a shot if they thought there was a buck to be made.

"school district posture seemed to be that because the schools did not have oversight of the activity since it was "off campus", they could not grant the request."
.
So did they disband the golf team?
.
Or are new golf courses included in the renovations at the schools so they won't be "off campus."
.
What a lame excuse. But that seems to be the norm lately for JSD.

"I have had two separate incidents of this sort of "minor" nature and been told there was nothing that could be done by law enforcement."
.
Unfortunately this post will probably be taken as "cop bashing" but they should look at it as constructive criticism. Sadly, I and many people I know have experienced situations with law enforcement which have left us with similar conclusions; either law enforcement can't or won't take action. Usually the latter.
So I can see why more and more people want less and less to do with L.E. in these types of situations.

I think we should replace all of our street lights with full spectrum lighting which is said to cure SAD - Seasonal Affective Disorder.

"isn't it sad that people can get away with these type of incidents because they would be deemed "unimportant enough" for law enforcement to pursue?"
.
What makes you think that?

You are absolutely correct on this.
The only thing I can add is "there outta be a law."
