I think it's kind of like using the handicapped bathroom. Clearly, if no one handicapped is in the line, you can use it like the others.....

so - I'm a cell phone abuser, but not a people abuser so my call is given the "hold on a minute" while I talk with the person who is waiting on me - most of the time. BUT I am guilty at the drive thru (be it the bank or fast food or coffee) because I think it's a "safer" time to talk in my car.
