Orange cones in Beloit

Anybody driving through Beloit knows a major road reconstruction is underway. A section of Highway 51 (Riverside Dr.) is being replaced from downtown to the intersection with Henry Ave. Traffic on Highway 81 flows pretty good through the construction zone but traffic at Highway 51 and Henry Ave. has issues. Motorists should try to avoid this intersection at all cost, especially during the day, and if you are east bound coming off the Henry Ave. bridge. Traffic is down to one lane in both East and West directions and Eastbound vehicles, trying to turn left onto Highway 51 North, have to wait for oncoming traffic. I've seen traffic back-ups all the way across the bridge and onto both 4th Street and Maple Ave. during daylight hours.

orange snow cones? So what are they doing / building besides a traffic jam - not much info on what they are doing and it would be nice if you could share that.
