Within or outside?

How aggressive should the Janesville City administration and city council be in filling department head vacancies from within those departments. For example - should Tom Prezney be moved up a notch to run the Leisure Services Department?

I agree that the best person for the job should be the one hired. With that being said, it is NOT always the one with the highest education, nor the one with the most experience. Many times, it is the person that has been in that office for several years. They know the intricate needs of their community and how to get things done. Many times, they have learned from the previous leader's mistakes. This does not mean that any promotion should be automatic, it does mean that those people should not be cast aside easily. I watched it with Beloit Corp., too many new people and they forgot how things used to work.

What's wrong with hiring the most qualified person for the job? If that person happens to already work for the city, great. If not, any business or local government would be foolish to promote a lesser candidate just because their from around here. It's a big world out there with a lot of smart people. Stop the parochialism and hire the best candidate you can find.

I always find it ironic how in the last years everyone that's being appointed/considered/or hired for head positions in Janesville comes from some place far away. City Manager and Police Chief were two big ones. Yep guys from California and Arizona REALLY know what Janesville like.

I think they should look with the community to fill the positions they are many qualified People within Rock COUNTY TO LEAD THE many open or soon positions.
