United Way Blackhawk Region earns Charity Navigator's four-star rating two-years in a row. United Way President and CEO Mary Fanning-Penny says steadfast commitment to responsibly and effectively steward community funds is reinforced by the rating. She adds the volunteer board of directors is incredibly proud of the accolade and what is symbolizes to donors. Charity Navigator is the largest charity evaluator in the county.
