Beloit City Council presented with Hillard Heintze report

The Beloit City Council is scheduled to hear a presentation of the $135,000 assessment of the Police Department that sparked the suspension and eventually the retirement of the City’s top two cops.

The firm Hillard Heintze out of Chicago was hired by the City Council to conduct and independent assessment of the police department after several concerns were raised about leadership issues.

The preliminary results of that assessment were damning enough that in June the City Manager placed both Police Chief Norm Jacobs and Deputy Chief Tom Dunkin on paid administrative leave.

In October The City Manager filed charges with the Police and Fire Commission seeking their termination. By December Jacobs and Dunkin reached a deal with the City that called for their retirement.

Representatives from Hillard Heintze will present the report to the City Council at 7:00 Tuesday night.
