Public Works Director Paul Woodard says this week the City secured the rest of the permits and a $400,000 grant from the DNR for the work.
A backhoe with a jack hammer attached to it could be seen working in the river Friday.
The entire removal and restoration of the shore line is expected to be complete in December.
