Beloit man accused of soliciting child prostitution waives preliminary hearing

The 60-year-old Beloit man accused of asking juvenile females at Palmer Park to have sex with him appears in Rock County Court.

Russel Partlow is charged with two counts of soliciting a child for prostitution and two counts of child enticement.

Officers were dispatched to the park in Janesville in June on the report of a suspicious person.

Witness reported seeing a man in a truck soliciting a juvenile female for a sexual relationship.

After Partlow was arrested police learned of another incident.

Monday morning Partlow waived his right to a preliminary hearing and was bound over for trial. Partlow is currently free on a $1000 cash bond.

His arraignment is scheduled for August 24th.
