A local legislator's bill to toughen child safety seat laws passes the Assembly Committee on Transportation.  Representative Amy Loudenbeck of Clinton authored the bill which would require infants to be in a rear-facing car seat until they're two-years-old.  Loudenbeck says the measure would ensure state laws accurately reflect the recommendations of safety and medical experts.  The bill could go to the full assembly next month.
