A 46-year-old Janesville man is facing a charge of 4th Offense Operating While Intoxicated. Janesville police say Michael J. Fullerton was arrested just after 1:00 o’clock Saturday morning. Officers say they stopped the vehicle he was driving in the parking ramp at 13 North Parker Driver. Police say he refused field sobriety tests. Fullerton was taken to the Rock County Jail to await his initial court appearance.
