The city of Janesville plans to “bid-out” animal control services for 2018 yet this year. The council Wednesday night approved $125 thousand in the budget, but council member Jim Farrell tells Your Talk Show on WCLO the money doesn’t have to be awarded to the Humane Society of Southern Wisconsin, which has performed the service in the past.  City Council member Jens Jorgensen considers putting out a bid at this late date irresponsible.  Humane Society Director Brett Frazier without knowing at this late date if the city will contract with the Humane Society, it puts his budget in question, and makes employees nervous about their paychecks for next year.
