A 17-year-old Janesville boy is honored for his quick thinking resulting in the arrest of two felony suspects.  Justin Tracy has been a member of the Police Explorer Post 500 since it started two years ago.  Tracy has already gone through more than 50-hours of law enforcement training as part of the youth program.  Janesville police say the training paid off in August when Tracy recognized what he believed to be criminal activity and provided Rock County dispatchers with detailed descriptions of the suspect vehicle and occupants.  The Police Department recognized Tracy Sunday with a Chief's Commendation for actions above and beyond what was expected.
