The Beloit City investigation into Police Chief Norm Jacobs and Deputy Chief Tom Dunkin may be compete. Dunkin's attorney Patrick Fiedler says the attorney handling the case for the city e-mailed him that City Manager Lori Luther intended to file charges with the Beloit Police and Fire Commission seeking both Jacobs' and Dunkin's termination. A joint news release from both Jacobs' and Dunkin's attorneys says the final charges have not been provided. It goes on to say for several months, Luther has been using the investigation and the threat of filing charges, as a means to coerce them into leaving the City of Beloit Police Department. He adds Jacobs and Dunkin look forward to demonstrating the unilateral action of the City Manager in suspending them was without authority and without just cause.
