Plan Commission votes down Kolak development again

The developer looking to reuse the Kolak Education Center in Beloit just can't seem to win.

Commonwealth Development originally proposed creating an addition on the building to accommodate for a 60 unit multi-family residential development, but eventually scaled those plans back to a 40 unit development that included seven townhouses, and now a 33 unit building all contained within the building's original footprint.

All the while, neighbors in the area have voice their opposition.

Planning and Building Services Director Drew Pennington says the Plan Commission recently voted on the plan for the second time.

Approval of the project by the City Council on December 21st would require six out of seven votes due to a zoning protest petition filed by neighboring property owners.
