Janesville Police are asking for the public's help in locating a 33-year-old Beloit man. Officers say the Wisconsin Department of Corrections has issued a warrant for Earl D. Phiffer. He's wanted on charges of delivery of cocaine and resisting arrest. Police say the resisting arrest changes are in connection with an incident Friday when he fled from the scene of a traffic stop on the Interstate near Milwaukee Street.
