A 39-year-old Janesville man is under arrest after being found unresponsive in a partially submerged vehicle.
Janesville Police say officers were dispatched to a water rescue near the intersection of Linn and Riverside Streets just after 11:00 Sunday night.
A citizen had reported that an occupied vehicle with it’s lights on was submerged in the Monterrey Lagoon.
Officers found the vehicle about 20 feet from shore.
Divers from the Janesville Fire Department were able to rescue the unresponsive driver who was identified as Brian P. Reichardt.
Police say Reichardt was taken to an area hospital where he admitted consuming heroin and alcohol prior to the crash.
Reichardt faces charges of 2nd offense operating while intoxicated and having open intoxicants in a vehicle.
