Resurfacing work on Milton Avenue in Janesville falls weeks behind schedule.
The $4 million project was supposed to wrap up at the end of last month with the road fully open early this month.
A spokesman for the State Department of Transportation says that under-street utility problems set the project back.
The new estimated completion date for the two-mile project is October 21st.
