On Tuesday, March 7, 2017, at approximately 10 a.m., the Milton Police Department was notified of a domestic violence incident that had occurred in the City of Milton the night before. During the investigation, officers learned the following:
On March 6, 2017, between 11 p.m. and 12 midnight, an adult victim and her four children were all sleeping in the victim’s bedroom. The victim and three children (nine, eight and one years old) were sharing the bed. A six month old infant was asleep in a crib next to the bed. The female’s ex-boyfriend, identified as Cesar Flores-Hernandez, age 30, came into the bedroom with a handgun and fired one round into the wall above the bed. Flores-Hernandez was intoxicated and angry about the deteriorating relationship. Flores-Hernandez grabbed the nine year old and pointed the gun at the child’s face. Flores-Hernandez then fired a second shot into the bed near where the nine year old had been lying. Flores-Hernandez next pushed the barrel of the gun into the face of the eight year old, causing a minor injury to the child’s lip. Flores-Hernandez also pointed the gun at the adult victim and pushed the barrel of the gun into her upper lip and mouth, causing a minor injury to her lip. Flores-Hernandez threatened to kill everyone in the room should the incident ever be reported to police. The adult female was able to calm Flores-Hernandez down. He eventually put the gun down and no additional violence occurred.
The handgun, ammunition and a spent shell casing were recovered at the victims’ residence. A search warrant was also conducted at Flores-Hernandez’s apartment in the City of Janesville, where additional evidence was seized.
The suspect was arrested at his workplace without incident by deputies from the Rock County Sheriff’s Office.
On March 8, 2017, the Rock County District Attorney’s Office formally filed the following charges against Flores-Hernandez in Rock County Circuit Court:
Flores-Hernandez faces additional charges from the Rock County Sheriff’s Office for a separate incident which occurred in their jurisdiction that was discovered during this investigation. He remains in custody at the Rock County Jail.
