Efforts to improve the look of Janesville’s downtown might first be scene after the next major winter snow. City Operations Director John Whitcomb says a change in plowing procedure is intended to help a new Business Improvement District. Business owners are still responsible for clearing snow from the sidewalk and concrete terrace, but are encouraged to shovel it into the street before any plowing event. Instead of pushing snow onto the terrace, the city will be plowing it to sites where a private contractor hired by the BID can remove it.
