Beloit Police want citizens to be aware of a convicted sex offender who may be moving to a home on Euclid Avenue when he gets out of prison in Douglas County.
57-year-old Kenneth Cairns has a lengthy history of sexually assaulting young boys and has been committed under the state’s sexual violent person’s program since the early 2000’s.
Beloit Police say that because of plea agreements and legal loopholes Cairns is not labeled a serious child sex offender and the Department of Human Services is attempting to place in a home with another sex offender and next door to a nine-year-old boy.
Douglas County Circuit Court will make a decision on Cairns’ placement during an upcoming court hearing.
In the meantime, Beloit Police are hosting a community meeting to educate the public from 6:00 until 7:00 Wednesday evening at the Beloit Historical Society on Hackett Street.
