A Rock County judge is sending the Town of Beloit’s petition to become a village onto the state’s Incorporation Review Board. Among those in opposition at Thursday morning’s hearing was Beloit City Manager Lori Curtis-Luther, who says her top concern is developing an agreement for shared services. Town of Beloit Administrator Ian Haas says they already share services and he needs to see specifics. The Rock County Board, and Greater Beloit Economic Development Corporporation are also on record against the town incorporating as a village. Much of the conflict centers around the town’s potential gain of millions of dollars from the Alliant Energy plant, currently enjoyed by the county. All concerned parties will get a chance to state their case when the Incorporation Review Board sets a public hearing.
