Technology could help some women in Rock County escape stalkers. YWCA Executive Director Angela Moore is raising money to buy software to reveal tracking programs secretly placed on a victim’s cell phone. Moore says many victims don’t realize they’re being tracked through their phones. She says the $6000 raised for the five-year program could help about one-hundred woman, and some men, each year.
