Janesville City Council to hold public hearing over extending overnight parking for homeless

The Janesville City Council is holding a public hearing Monday night about extending the ordinance to allow the homeless to park overnight at the northern portion of Traxler Park.
The change made back on August 1 was only temporary, set to expire on October 31, and now the council is considering a new end date of March 31, 2020.
The police department says an average of 3.7 vehicles parked each night over the first two months of the program with few issues.
A nearby business owner complained to police about suspected drug use and prostitution but officers were unable to substantiate the claims even with security cameras in place.
For the winter, city staff determined it would not be viable to winterize the bathrooms next to the parking lot, so the city would rent a treated portable toilet for $75 per month.
