Judge orders competency hearing for man accused of harassing women at Janesville Walmart

A criminal charge is pending against the Janesville man seen in Walmart surveillance video slapping a 17-year-old employee on the butt and kissing several female customers.
50-year-old Robert Cicmansky faces one felony count of physical abuse of a child, intentionally causing bodily harm.
He made his initial appearance in Rock County Court Wednesday, where a judge set a cash bond of $500 and ordered him not to enter any Walmart stores in Rock County.
Janesville police reviewed the store’s surveillance after a 17-year-old employee reported last week that a middle aged man had stuffed cash in her pocket, slapped her butt, and told her he wasn’t a pervert.
The girl told police she was still feeling pain from the slap two hours afterward.
According to the criminal complaint, Cicmansky’s wife told police he suffers from bipolar disorder, obsessive-compulsive disorder and manic depression.
The judge ordered Cicmansky return for a competency hearing on December 13.
*(Update): On April 9, 2020 Circuit Court Judge Barbara McCrory dismissed the matter with a court order stating:  “NOW, THEREFORE, based on the foregoing Stipulation between the parties, IT IS HEREBY ORDERED that the matter is dismissed without prejudice.”
