The Rock County Sheriff’s Office is alerting residents to the placement of a 36-year-old convicted sex offender. Authorities say the former Janesville man will be relocated to the Jessie Crawford Recovery Center on West Highway 14 beginning this Friday. Fowler was convicted of False imprisonment in 2002, and then Second Degree Sexual Assault of a Child in 2004. Fowler’s conditions for release include no unsupervised contact with minors, no drugs, and he must cooperate with electronic monitoring.
