Man killed by police was at earlier shooting

A Beloit man shot and killed by Beloit police December 10th was at the scene of a December 7th shooting in Janesville.
The sheriff’s office’s investigation revealed that 23-year-old Montay S. Penning was riding in a vehicle that was involved in the nonfatal shooting, which occurred in the 2900 block of South Highway 51.
Penning was not a suspect in the initial investigation. Authorities learned of his involvement only after his death.
Two Beloit men face attempted homicide charges in the shooting.
25-year-old Virgil Lee Tate Jr. was arrested January 4th by Chicago police and is charged with attempted first-degree intentional homicide and first-degree recklessly endangering safety.
34-year-old Ronald L. Hicks was arrested by Beloit police December 24th. He is charged with party to attempted first-degree intentional homicide and first-degree recklessly endangering safety.
