Prosecutor: Janesville child abuse victim on life support

Prosecutors are still waiting to file formal charges against a 30-year-old Janesville man accused of physically abusing a 15-month-old child.
Assistant District Attorney Rich Sullivan indicated the medical outcome for the toddler could affect the charges against Steven M. Horan.
Janesville police responded to a house in the 500 block of Eisenhower Avenue on the report of a pulseless, non-breathing child.
Police said Horan is the boyfriend of the victim’s mother, who had left the 15-month-old in his care when the injuries occurred.
Officers determined that the injuries to the toddler were non-accidental, and Horan was arrested on suspicion of physical abuse of a child causing great bodily harm.
Sullivan said Horan had been drinking at the time the child suffered blunt-force trauma, which caused brain injuries.
“The medical personnel were going to shut off the machinery that is keeping the child alive,” Sullivan said in court Monday. “But the biological father has arrived at the hospital and wanted some time with the child and also asked for a second opinion.”
Judge John Wood ordered Horan to be held on a $10,000 cash bond, although no criminal complaint was filed as of Monday afternoon.
