A controversial project along the Rock River in Janesville will soon be complete. Public Works Director Paul Woodard says the final phase of the Monterey Area River Restoration Project is underway. Woodard says installation of the angler access steps along the north shore near the upstream portion of the project is complete and additional equipment has been brought in to being grading the storm water pond within Monterey Bay. He calls this the final phase with top fill and landscaping expected to be completed this summer.
