The Janesville Police Department is opening substations at Marshall and Franklin Middle Schools. Staffing will include 18-officers at each substation, as well as the police department. Police Chief David Moore says other teams are being set up to further separate staff and duties. He says this effort may reduce the employee exposure rate from about 80% to 20%.
