After months of construction delays, the Milwaukee Street bridge in Janesville is open to two-way traffic. City Manager Mark Frietag says amidst all the current chaos, crisis, and concern, the development is a win for the community. Freitag says minor work activities will continue into April including pavement markings and landscaping, but no additional closures are anticipated.The five-million dollar state project was originally slated to be complete the middle of last year, but was delayed frequently by dangerously high and fast-moving water in the Rock River. Crews on the project in recent weeks have taken advantage of a mid-winter ebb in water levels on the river to remove forms placed underneath the bridge that earlier had been inaccessible because of high water
