Beloit man sentenced for sexual relationship with underage victim

A Beloit man will not face prison time for his sexual relationship with a 14-year-old in April of 2019.
22-year-old Kevin Miles pleaded guilty to an amended charge of third-degree sexual assault after originally being charged with repeated sexual assault of a child.
Rock County Judge John Wood agreed to withhold Miles’ sentence on Wednesday and place him on five years of probation with one year of conditional jail time.
That was the punishment requested by assistant district attorney Rich Sullivan, who described the relationship between Miles and the victim as “cooperative in the sexual contact” and not forced, but it was still “highly illegal.”
Sullivan did not recommend prison time because Miles had a troubled background, no prior criminal record and was not a high risk to re-offend.
“To mix a low-risk individual with a moderate-risk individual with a high-risk individual [in prison] creates just high-risk individuals,” Sullivan said. “With the recommendation of one-year in the Rock County Jail, I don’t think that probation depreciates the crime.”
Miles admitted to police that he knew the victim was 14 years old, and he knew it was wrong. Defense attorney Walter Isaacson said his client did not deny or make excuses for his behavior, even though the court’s medical evaluators diagnosed Miles with multiple mental health issues.
He met the victim at an anime convention in the Chicago area, but the relationship only became sexual after the child met up with Miles in Beloit.
As part of his sentence, Miles will also be required to report as a sex offender for 15 years following his probation.
