Sheriff’s deputies make two separate 4th-offense OWI arrests, an hour apart

Rock County Sheriff’s deputies catch a pair of accused fourth-offense drunk drivers, less than an hour apart.
The first driver was spotted around 5:30 p.m Wednesday by a deputy who noticed signs of impaired driving, which led to a traffic stop and arrest of Manda Skoien of Janesville.
Then just before 6:30 p.m., a witness reported a male suspect stumbling through the parking lot of the Lion’s Quick Mart on Highway 14 while carrying an alcohol container.
A deputy observed the suspect pull into a nearby motel parking lot in a red Hummer SUV. The sheriff’s office says Mark Anderson of Janesville had an odor of intoxicants emitting off of him, and he was arrested for operating while intoxicated.
Both suspects are facing their fourth OWI offenses and being held at the Rock County Jail pending their initial court appearances.
