Monroe Police arrest registered sex offender for harassing girl

Monroe Police arrest a registered sex offender accused of harassing a 13-year-old girl.
According to a news release, around 9:00 Saturday night, officers were called to the 1700 block of 16th Street on the report of a suspicious man harassing a young girl.
The girl told police she saw the man in a vehicle over the last few weeks at various locations and that he had made contact with her before. When it happened again Saturday she ran to a neighbor’s house, who called police.
The witnesses’ identification lead to the stop of a vehicle driven by 38-year-old Chad Owen Osbaugh of Monticello in the 2000 block of 10th Street.
Osbaugh is a registered sex offender. He was taken into custody for felony stalking as well as a probation and parole violation.
