Police Chief David Moore says an unusual number of retirements and departures prompted the need to hire 21 officers over the course of the last year.  Moore says the new officers represent about one-third of the patrol division.  He says training is underway and most of the new officers will be on the street by summer.  He says hiring will need to continue this year because another half-dozen officers plan to retire.  The Janesville Police Department has a total of 105 sworn officers.
