A 53-year-old Janesville man is facing charges after police say he refused to surrender for two hours during a stand-off Wednesday night. Janesville police say they were called to the 100 block of North Washington Avenue about 5:30 p.m. for a report of an armed man. Officers say the man had showed a gun at the home during the disturbance and retreated into the home when officers arrived. The SWAT team was deployed, and after two-hours speaking with a negotiator by phone, the suspect surrendered. No one was reported hurt. Police say William Stephens was arrested on charges including disorderly conduct while armed, as well as, a probation violation.
