
State Representative Sue Conley introduces a bipartisan bill that requires the legislature to create and convene a shared revenue advisory council following each U.S. census.
The Janesville Democrat says she is calling for the equitable distribution of new funds to uplift municipalities at the lower end of shared revenue payments.
Conley says Janesville is stuck in the inequity of low property values and low shared revenue payments.
Conley says the committee would be responsible for distributing extra money from the newly created Local Government Fund to municipalities that are disadvantaged by the current formula due to circumstances beyond their control.
This fund is projected to have a residual amount of $18.7 million in the first year – without a plan for distribution.
