
The 27-year-old Rock County Jail inmate accused of attacking another inmate with a shank is held on a $500,000 cash bond.
According to the criminal complaint, Philip Fung Li suspected the victim was a snitch so he threatened him with a makeshift blade consisting of a razor blade and a Band-Aid. Fung Li cut his own finger and used it to write on the victim’s cell door in blood.
In response the victim began carrying his own makeshift “flail” weapon made with a sock and some bars of soap.
The morning of the attack Fung Li wedged toilet paper in his door jam so his cell wouldn’t lock. When the victim walked by he attacked him with the shank.
Correctional officers were able to break up the mayhem after the victim was slashed and Fung Li was bashed in the face and into some chairs.
Fung Li is currently awaiting sentencing on charges of reckless injury and recklessly endangering safety in connection with an August 2023 shooting in Beloit.
He’s due back in Rock County Court for his new attempted first-degree intentional homicide charge on August 13th.
