Consultant targets overtime in report on Rock Haven operations

A consultant provides a report on operations at Rock Haven.

Health Dimensions Group briefed an ad hoc committee focused on the future of the Rock County-owned skilled nursing facility.

The report identifies a handful of possible expense reductions and process changes the county should pursue to normalize operations before considering operational changes, like shifting bed space to assisted living care.

Suggested changes include giving facility supervisors and administrators the ability to monitor overtime, altering a policy for picking up shifts at time-and-a-half pay, and ensuring facility managers know their monthly and annual budget expectations.

The report estimates Rock Haven’s overtime costs for 2024 will surpass $1.2 million, accounting for 18.5% of salaries. That proportion is in excess of the best-practices mark of 3 to 5%.
