School District of Janesville superintendent: Referendum work could take up to four years

The Janesville School Board gets a rundown on referendum next steps.

District Superintendent Mark Holzman says finishing all the work included under the $151.8 million capital referendum passed last week could take up to four years.

That would put the work on a similar time frame as the district’s 2020 capital referendum that saw school buildings get new secure entryways. Holzman says there will be a meeting next week to solidify the timeline.

The scope of the referendum — the largest ever passed in Janesville — wasn’t lost on Holzman during Tuesday night’s school board meeting. He emphasized the need to run an efficient process and to communicate with the board as the process unfolds.

Holzman says district Chief Financial Officer Dan McCrea has a strategy to make sure taxpayers get the best possible interest rates on the money the district will borrow on their behalf.

The superintendent also reminded the board that it won’t be long before the district will have to start thinking about a potential second phase of facilities upgrades and obtaining another operational referendum renewal.

On the subject of the operational referendum, Holzman says taxpayers won’t see the effects of the measure on their tax bills until December 2025, and the funds won’t reach the district until the first quarter of 2026.
