Beloit man charged with physical abuse of a child

A 28-year-old Beloit man is free on a $1,000 signature bond after Beloit police say he kneeled on a 10-year-old child’s neck until they passed out.

Douglas Eric Wagner II is charged in Rock County Court with physical abuse of a child – recklessly causing bodily harm.

According to the criminal complaint, the child was playing with Hot Wheels at a home in Beloit on November 17th, when Wagner threw the toy cars and broke the track. He then grabbed the child by his shirt and threw him to the ground before kneeling on his neck.

The young victim told police, that after he lost consciousness, Wagner went back to playing video games.

Staff at University of Wisconsin Children’s Hospital confirmed that the victim’s injuries were consistent with their description of the attack.

Wagner is due back in Rock County Court for his preliminary hearing on December 17th.
